Ruling on wiping over the turban
Shaykh Ibn ʿUthaymīn said: Wiping over the turban has been authentically established from the Prophet ﷺ, and it is, from a point of consideration, more deserving than wiping over the khuffs (leather socks). This is because it is worn over something that is wiped (i.e., the head), and because the head is purified by wiping.

قَالَ ابْنُ عُثَيْمِين:
الْعِمَامَةُ قَدْ ثَبَتَ عَنِ النَّبِيِّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ جَوَازُ الْمَسْحِ عَلَيْهَا، وَهِيَ مِنْ حَيْثُ النَّظَرِ أَوْلَى مِنَ الْمَسْحِ عَلَى الْخُفَّيْنِ؛ لِأَنَّهَا مَلْبُوسَةٌ عَلَى مَمْسُوحٍ، وَلِأَنَّ طَهَارَةَ الرَّأْسِ تَكُونُ بِالْمَسْحِ.

How does one wipe over the turban?
Shaykh Ibn ʿUthaymīn said: He wipes over the entire turban, or most of it, and it is recommended to wipe whatever is exposed of the head, such as the forelock, the sides of the head, and the ears.

كيف تمسح على العمامة ؟ قال ابن عثيمين: يمسح على العمامة كلها أو أكثرها ، ويُسنّ أن يمسح ما ظهر من الرأس كالناصية وجانب الرأس والأذنين .

Is there a time limit for wiping over the turban?
Shaykh Ibn ʿUthaymīn said: There is no time limit stipulated for it.

Do the shemagh, skullcap, and a hat that covers the head and ears come under the ruling of the turban?
Shaykh Ibn ʿUthaymīn said:
a) The man’s shimāgh and the skullcap do not come under the ruling of the turban at all.
b) As for what is worn during the winter, hats that cover the head and the ears, and which may have a wrap beneath it around the neck, then this is like the turban due to the difficulty of removing it, so wiping over it is permitted.

هل يدخل في حكم العمامة الشماغ والطاقية والقبع الشامل للرأس والأذنين ؟ قال ابن عثيمين: أ-شماغ الرَّجل والطاقية ، لا تدخل في العمامة قطعاً . ب-وأما ما يلبس في أيام الشتاء من القبع الشامل للرأس والأذنين ، والذي قد تكون في أسفله لفّة على الرقبة ، فإن هذا مثل العمامة لمشقة نزعه فيُمسح عليه .
